Following the 'Hundred Days' and the final defeat of Napoleon at Waterloo the Allies felt it necessary to enforce more rigorous terms on France because of the widespread support given to Napoleon. Although some of the Allies, notably Prussia, demanded that France cede major parts of her territory, rivalry between the powers and the continuing desire to secure the Bourbon restoration made the peace settlement less onerous than it might have been.
